Wireline and wireless infrastructure providers face increased challenges navigating the stages of Make-Ready Engineering to meet deployment deadlines. Whether the work is performed in states that defer to the FCC, or those that must satisfy the PUC, efficiently completing this work has been a barrier to market access. Historically, new infrastructure deployments have been slow, tedious, and expensive. Applications changed hands numerous times as they cycled from applicant, to pole owner, to engineering and around again until project completion. This resulted in a multi-phase process that spanned months, rather than weeks. Each hand-off introduced an opportunity for oversight, often resulting in deployment delays. To combat the barriers associated with infrastructure investment, the FCC approved a new One Touch Make Ready order (OTMR). OTMR provides a path for new attachers to perform the work required to prepare a pole for attachment, if it is a simple process that does not interrupt service. For complex work, the traditional multi-party process was retained with modifications. Rules at various phases of the make ready process have been updated, including definitions on requirements for pole applications, and stricter deadlines for application review. The OTMR ruling lays out changes to the traditional make ready process, but how can the parties involved seamlessly integrate these changes into their workflows? One answer presented in this seminar is to utilize available technology to efficiently perform make ready engineering and closely track the application status.
